Course Objective: The objective of this NPDES training course is to provide students with information on observations of common mistakes made by wastewater treatment plants, and some possible approaches for compliance. This course is specifically geared for the wastewater treatment plant professionals, and to a lesser degree, water treatment plant operators.

Course Contents: In a series of three virtual lectures, students will be provided with:
  • Common mistakes made by wastewater treatment plants facilities, explanations of why these are violations, and possible strategies or approaches to avoid noncompliance.  Issues covered include those evaluated during compliance evaluation inspections (CEIs) such as permits, records/reports, facility site reviews, flow measurements, laboratory, effluent/receiving waters, compliance schedules, self-monitoring, operations and maintenance, sludge disposal, and sampling,
  • Other observations of common shortfalls that often lead to instances of compliance, and helpful hints to avoid these pitfalls
  • A discussion of the inspection process, and suggestions to make inspections easier to tolerate and to address noncompliance should violations be found.

Most facilities don't set out to violate. But, few have the time or the training to organize their program to make it violation proof. Most violations can be linked to poor organization and poor recordkeeping activities. Ergo, better organization and better documentation should help many facilities avoid violations.

In this course, compliance strategies are discussed. Students will also receive helpful forms, labels, checklists, and other documents which may be used to organize a facility's wastewater compliance program. Other useful tools are suggested.

This course cannot address all instances of noncompliance and specific noncompliance issues that plague individual facilities. The application of the tools and strategies to the unique situation at an individual facility is the responsibility of the facility. Ultimate compliance is and will always be the responsibility of the facility owner/operator. Facilities should be aware that use of forms creates a paperwork trail that can be used against a facility if the facility fails to regularly complete the paperwork and/or comply.
